Unfortunately I don't remember what this package is called (though I think it's prefixed with cmake-), or if this solution was actually used for a different package. I uninstall/rebuild 'cmake' dozen of time, because I rarely need cmake in my system and it's quit big in size.

There is no cmake in your system but on 'emerge -info' it says dev-util/cmake: 3.14.6::gentooMine doesn't mention 'cmake' on 'emerge -info' at all when I uninstall 'cmake'. I think you're onto something - cmake was already installed for them but broken due to another library change.

The test to determine whether to re-bootstrap should probably be based on a quick test invoking cmake and seeing if it even runs, rather than package or binary presence. Even still, I'm not sure this would be enough to fix the underlying library issue, but it could possibly help with other kinds of incompatibility preventing operation, and could probably provide better diagnostic output messages.
